See Mark 16:14-19.
See Luke 24:44-51 and Acts 1:3-8. Seems that Doctor Luke might have run out of scroll writing his Gospel and continued his account at the beginning of The Acts of The Apostles. Acts1:9-11 continues with The Ascension.
John recorded nothing related to this event.
So I'd assume that all these things were said by Jesus and that they saw Jesus ascend to The Father. "But some doubted." Matt 28:17.

I see Jesus' promise there in verse 20, as a description or an expression of the extent of His Love & Presence with them: even though the heavens & earth pass away, His devotion to His Church will never fail. Nothing can separate us from His Love. Romans 8:38,39.

By this everyone will know that you are my disciples, if you love one another. " Go to all nations making disciples and preach and teach the gospel of jesus christ in season and out of season.

One thing God can 't do is lie. When we get this in our heart and not our head knowing. We will not be ever lonely or hopeless.
