    Verse 21 is saying that the children of Israel (Deuteronomy 28:68) that agreed with the holy covenant are his seed forevermore. They transgressed his laws and despised his judgments therefore they suffered greatly for it (trans Atlantic Slave Trade). Ezekiel 37 reveals their sleep state and how they will begin to wake up and clothe themselves with the garments of righteousness such as Sabbath Day

    V. 19 and Ch. 62:10 - "............the Lord shall lift up a standard against him"; The 'standard' is the word of God, and it will be done in his spirit - which is in his people. "............without me ye can do NOTHING."
