"children" means anyone younger than the main person being talked about i.e. Elisha. These were young men, adults, not preteens as many might think when someone says "little children". The she bears "tare" this word means to frighten (like scared to death, but not literally die) not maim or kill. The others in the group probably ran as well with a healthy fear of bears.
