    V.3. Jesus' statement is a direct response to the ability to do miracles, as stated by Niccodemus. The kingdom of God (where God is king) relates to Niccodemus' phrase "except God be with him". Jesus said, "Except a man be born again (rather "from above") he cannot "see" or "enter" into (V.5) this specific aspect of God's kingdom, namely, the working of miracles. Aparently, Niccodemus was born from above in order to recognize that the miracles of Jesus were from God, although he did not enter into this aspect of performing miracles like the other disciples later on did. Vs. 4,5,& 6, define that this birth is spiritual in addition to the natural birth (of water). I cannot imagine this refers to water baptism.
