    The death penalty was not instituted until after the flood. GOD wanted to show us the only way to curb evil is eye for an eye tooth for a tooth. When we Love GOD with all our heart, mind, and. Soul, then we will Love our brother who is made in the image of GOD. Therefore you will not murder your brother or sister.
