    Amen to Weslet's note. Bible writers borrowed the phrase "New Testament" to indicate the added portion of holy scripture. This can be confusing, since the Bible declares that the new testament only began after the cross ( Heb. 9:17). The teachings of Jesus and John the Baptist to those still under the law were often not new testament. Unless they indicated, that which was to come i.e. "The kingdom of heaven is likened to" or "When the comforter is come" they were likely exposing the law as given to Moses. When Jesus told them to do whatever the Scribes and Pharisees bid them ( Matt. 23:2-3), He was likely, not giving new testament instructions. Mixing the legal teachings of Jesus with the gospel teachings of his Apostles inspired by His Spirit, can cause confusion. Also, v. 3 of this passage states, "You are the epistle of Christ...written not with ink, but with the Spirit of the living God". Jesus did say, "Lo I am with you always". blessings!
