Actually, in Leviticus 20:5-6 it talks about man spilling his seed and shall be put to death; however, the bible is talking about child sacrifice, not masturbations.
He didn't want to fulfill the custom of providing his blood so that his brothers widow could have a child of the bloodline of the family. He went into her and had relations; then he went outside and spilled the seed on the ground. Which God judged instantly.
