"...and he shall give you the desires of your heart" does not mean he will give you what you want. It means that your desires will be induced by God. That is why the next verse says "...he shall bring it to pass". It's not repetition. It is the granting of desires that he gave you, so to teach you to commit your way to him and trust him; then he will show you his trustworthiness by granting those Godly desires.
