Carlson, Your answer will depend on what you understand love to be. See
1 Cor 13
for a great definition of true brotherly love.
1 John 4:7-21

1 John 4:11
Beloved, if God so loved us, we ought also to love one another.
The 2 words, The World, means Everybody.
Everybody is a candidate to enjoy Gods love and affection; His guidance; and much more.
