An Apostle is a Messenger - one who is sent out by his Master. In the case of the apostles in the Bible, the chief criterion was that they had to learn under their Master & be obedient to His directions. However, Paul was an exception as he was unlike the others. But he was referred to as an apostle, having first being called by Jesus to "be a chosen vessel unto me, to bear My Name before the Gentiles & kings & the children of Israel ( Acts 9:15). And Paul often referred to himself as an apostle of Christ ( 1 Corinthians 1:1, Romans 1:1, etc.).
