In Isaiah 43:28, God is saying that the princes of the sanctuary (i.e. the priests who served God in the Tabernacle) who were considered special, set apart for God's service, would also suffer the same fate as the people (i.e. they would be profaned or treated with contempt rather than being honoured for their special position).

Another rendering of "given Jacob to the curse & Israel to reproaches", speaks of Jacob (Israel) given to destruction in their respective captivities to Babylon & Assyria & that in their captivities they would be scorned & held in contempt by the inhabitants of those lands. It was a very bleak outlook for Judah & Israel, but was a necessary punishment because of the many sins they committed & even at times, falling down to worship idols. They did suffer badly, but did they learn their lesson? Man has the eternal compulsion to follow after the world & not obey the God Who loves & cares for him.
