    did this event partially happen as yet because it mention Egypt being in tumult, and I know the Israelites fled Jerusalem before.

    This is a prophecy of the end time. Note that all nations are involved and the LORD himself will be fighting for his people. There are similar accounts in Joel 3 and Revelation 16.

    Isaiah 19 shows us God has a great plan for Egypt's future.
