This Psalm was clearly written by David but because of the mention of the Jerusalem's gates & walls, a city already built, when it wasn't, seems to indicate that David was looking forward to the day when all this would become fact, even the thrones of judgement - the thrones of David would be set there.
As well, the scribes have classed this Psalm as a Song of Degrees & usually this means that it would be a Psalm that would be recited as worshippers were on their journey to Jerusalem or the Temple. Reading the Psalm, with the oft mentioned word, "Peace", makes it plausible that this could be one of about 15 Psalms that were so used for that purpose.
