Mathew 3:17 reads, "And lo a voice from heaven, saying, This is my beloved Son, in whom I am well pleased." In Genesis the writer indicates that God thinks that what He has accomplished is good, but in this verse of the book of Mathew and in no where else in the bible does God speak and say He is well pleased. Is that true?

God only says that once. But He does speak to humans in other parts of the bible. He spoke to Moses many times and others.
