None of the Bible was initially written with chapters and verses. What we now call Dan 12:1 was initially straight after what we call Dan 11:45 without a chapter break (actually, since there wasn't even punctuation in Hebrew at that point in time, there wasn't even a space between the letters - theentirebookwaswrittenlikethiswithoutspacesorpunctuationmarks - that's how intrinsically linked Dan 12:1 is with Dan 11:45). "At that time" refers to the same point in time as Dan 11:45.
