Adeleye, we generally understand that Paul was referring to himself when he described this vision & revelation given to him. The reason that he speaks this way was probably because of the sights & sounds that were open to him & what he shared in his letter might cause his readers to think of him as more superior to others (vv 5,6). So to counteract that sense of superiority, he's diverting their attention off himself & speaking in the 'third' person. In fact, just so that he wouldn't sense any personal superiority & fall into sin, the Lord had given him a 'thorn in the flesh' to keep him humble (v7).

The "third Heaven" being referred to is Heaven, the place of God's abode. The first heaven being the sky & the second being the universe of planets & stars. So Paul is saying that the Lord gave him the privilege of looking into God's Abode with all the angelic host & what he heard & saw was unutterable to mankind because of its glory & splendour.
