    "And the LORD said unto Moses, Write thou these words: for after the tenor (general character/nature) of these words I have made a covenant with thee and with Israel." The New Covenant makes the first Covenant complete as it is the making of a new creation with the Laws written on the inward parts and heart of men after the character and nature of that which first proceeded from the mouth of God.
