For see, I will put a sheep-keeper over the land, who will have no care for that which is cut off, and will not go in search of the wanderers, or make well what is broken, and he will not give food to that which is ill, but he will take for his food the flesh of the fat, and let their feet be broken.

Wesley's Notes for Zechariah 11:16

11:16 Who shall not visit - Who seeks not out those that are lost. The young one - Which are aptest to perish through weakness. Nor heal - But leaves it to die of its wounds. That stand still - Not able to go forward. Will eat - Feast on the fattest of the flock. Tear their claws - Tear off their skin unto the very nails; in brief, a sluggish, negligent, covetous, riotous, oppressive, and cruel government, is shadowed out by a foolish shepherd.

Verse 17 is describing the Antichrist. A powerful religious leader that is called the idol shepherd because he is against idols of antiquity having historical evidence of past cultures destroyed. Blind in one eye. Dry arm means an older man. He feeds, supports, those that leave his land to prey on those that are cut off, unbelievers. These followers do not attempt to convert, only to destroy.

The Fire will reveal the true Shepherds, they will be purified, the wicked will perish. God will let false Shepherds continue to discipline His disobedient children, but because they do more than God told them to do, they enjoyed hurting, and wounding them, ...God will turn around and rebuke those same Shepherds He used... for putting their hands on His children.

I believed that the scripture denotes the sell of the church today for even less than thirty pieces of silver. the body of Christ is being sold off for the lust of the eye, the lust of the flesh, and the pride of life, which is not of the Father but of the world. The lust of the world is invading the body of Christ like a wild fire. Both " union and favor " are given to the uncircumcised.

Have we not seen the "Shepard" (America) turn his back on "the flock" (Israel)? Specifically Obama! Look at the nuclear deal with Iran! Russia has been bombing ISIS supposedly, but who or what are they really after? Bottom line is this scripture speaks of things to come. Not only in Jesus, but also in the predecessor of the antichrist!

In those last verses you notice antichrist will be raised up. Think about it.
