5:19 Namely - The sum of which is, God - The whole Godhead, but more eminently God the Father. Was in Christ, reconciling the world - Which was before at enmity with God. To himself - So taking away that enmity, which could no otherwise be removed than by the blood of the Son of God.

2Co 5:19 That God was in Christ, reconciling the world unto himself. This explains more fully "the ministry of reconciliation" (2Co 5:18). It was not God who was to be reconciled, but the world. In Christ it is offered peace and shown the love of God. The word of reconciliation is to persuade men to accept God's love and mercy, and to repent so that he can forgive their trespasses.
