You receive the Spirit today by faith Gal 3:14. Peter realized this dispensational change by Acts 15:9. They received the Holy Ghost before water baptism in Acts 10:47. Peter never preached Acts 2:38's message after he realized the mystery revealed to the apostle Paul Eph 3:1-9, Rom 16:25. This differs form the Kingdom of Heaven message. Compare Lk 1:70, Acts 3:21 with Rom 16:25, 1 Cor 2.7.
