No, women are not to be pastors in the New Testament. Every time you find mention of a bishop (1 Timothy 3:1-9; Titus 1:7) it is referring to a male. Even when you read the postscript on some of the epistles it will list the bishop's name and it is always a male. God has set forth an order in the home and the church (1 Cor. 11:3). The only commandment for women to teach is found in Titus 2:3.

No a woman can not be a pastor because a pastor is over a church.1 Timothy 2;12 But I suffer not a woman to teach, nor to usurp authority over the man,but to be in silence. In our church we can preach with the permission of man,but we have no women pastors in our church. The man is head of woman and God is the head of man.God bless you.
